Water Purification Scheme Alliance (WPSA)
Client: CH2M HILL
This project was for an 8.3 ML/d Water Purification / Salt Reduction Plant and a fully integrated Visitor Education Centre (VEC) and community and stakeholder education program. The Alliance comprised ACTEW, Abigroup and CH2M HILL. Paul Gaughan was the Alliance Project Manager for the project, through project startup and mobilisation, development and leadership of the delivery team, and responsible for delivering the Target Outturn Cost.
Changi WRP Phase 2 Testing & Commissioning Management Plan
Client: CH2M HILL Singapore
The Changi Water Reclamation Plant had been in design and construction for over five years and was approaching completion in mid 2006. The objective of this assignment was to prepare management plans dealing with testing, commissioning and interim operations prior to handover to the client. The plans needed to integrate the activities of eighteen separate contracts, the engineering and commissioning teams and the client’s operations and maintenance personnel – all over an extended commissioning and proving period.
HaZOPs, Design and Operational Reviews, Studies

RGPL have participated in and facilitated Hazard and Operability Studies, design and operational reviews and participated in studies for a number of clients and projects.
Bids and Alliance Pursuits

RGPL is also frequently involved in DB, DBO, PPP bids and Alliance pursuits for a number of consortia or individual participants. Examples include the Coombabah and Stapylton WWTP Upgrades Alliance Pursuit for the Brookfield Multiplex Consortium. Sydney Water’s Odour Control Alliance for the CH2MHILL-Abigroup consortium and the Mundaring WTP PPP pursuit for the Aquality Consortium.
