Description

The first two of Singapore’s NEWater plants were constructed at the Bedok and Kranji WWTPs, with Bedok also accommodating a demonstration plant and public education facility. The NEWater plants are fully automated, multiple barrier, water reclamation plants, designed using the latest membrane and UV technologies to treat reclaimed secondary effluent and produce continuous and reliable product water that meets high water quality standards.

The 10 ML/d Bedok demonstration plant provided feed water for an extended study to address reclaimed water quality, plant operation and maintenance and disposal of reject streams. The Bedok and Kranji production plants were designed and constructed shortly afterwards, with ultimate combined capacity of over 150 ML/d. The Bedok site also included a state of the art Visitor’s Centre to create an education and interpretive experience. Both plants were constructed within programme and were in full production by end 2002.

The Seletar plant was designed for a capacity of 24 ML/d and went into service in 2004. The project also included a 7 km NEWater pipeline.
 

Role

CH2M HILL provided overall project management for the program, responsible for the design, preparation of tender documentation, and construction and commissioning supervision. Paul Gaughan was CH2M HILL’s Project Manager, Design Manager and finally Commissioning Manager for the projects, maintaining involvement from the initial studies through to completion of the facilities.
